Government give the go ahead for HIPS to commence on 1st June 07 (22nd February 2007)

The Dept for Trade has given the go ahead for the Home information Packs as scheduled on the 1st June. After some concerns that the new regime might be delayed, the Government dispelled fears by sticking to the official timetable. They now intend to commence a publicity drive starting at the end of March and this will continue on a high level until the implementation of the Regulations.

 

Energy Performance Certificates (EPC) update (21st September 2006)

Energy Performance Certificates (EPCs) should be linked to incentives such as green mortgages, Housing Minister Yvette Cooper said today. EPCs could also be linked to schemes run by energy companies which give homebuyers cash upfront to make energy saving alterations to their houses.

 

Government drastically amends the planned roll out of the Home Information Pack (HIP) (18th July 2006)

The Government announced today that Home Condition Reports (HCRs) would not be a mandatory requirement of the HIP that is being introduced from the 1st June 2007. This is a fundamental change to the initial roll out plans. Instead the Government intends to allow the industry to lead the way and promote the use of HCRs which will then be phased in. The HIP itself will remain a requirement of any residential sale that takes place after the implementation date.

Law Society devise "Solution" for HIP's (19/06/2006)

The Law Society is working to support property solicitors, enabling them to offer this service to their clients when HIPs become mandatory on 1 June 2007. We continue to question whether HIPs will bring the consumer benefits intended, and we're monitoring the implementation process.

RICS comment on implementation of Home Information Packs (20/03/06)
The Royal Institution of Chartered Surveyors clarified its position on Home Information Packs following the publication of an implementation timeline by the Government.

Conservatives set to fight Home Information Packs (10/03/06)
Conservatives have unveiled plans to help first-time buyers get a foot on the housing ladder - including a pledge to fight the Government scheme to introduce expensive "sellers' packs" into property transactions.

What the Packs may contain

The Home Information Pack (HIP) is likely to include copies of the following documents:
  • Terms of sale
  • Evidence of title (ownership)
  • Replies to standard preliminary enquiries made on behalf of buyers
  • Copies of any planning, listed building and building regulations consents and approvals
  • For new properties - copies of warranties and guarantees
  • Any guarantees for work carried out on the property
  • Replies to searches made of the local authority
  • A home condition report based on a professional survey of the property, including an energy efficiency assessment
